City of Hamilton Biosolids Management Facility
This project was completed for the Hamilton Water Division within the Public Works Department at the City of Hamilton and included the design, construction, financing, operation, and maintenance (DBFOM) of a new 60,000 wet tonne per year biosolids processing facility at the Woodward Avenue Wastewater Treatment Plant. The objectives of the project for the City of Hamilton are to provide the City with a stable, long-term solution to biosolids management that includes a 30-year operations and maintenance contract with renewal options.
The facility utilizes a thermal drying treatment process and equipment supplied by Andritz Drying Technologies and is the first of its kind in Canada. The project consisted of the design and construction of the new facility on the location of a decommissioned incinerator at the Woodward site and included complete demolition and remediation of the existing site before work could start on the new building. The new three-storey structure consists of precast concrete, insulated metal panels, and a modified bitumen roofing system.
The City of Hamilton Biosolids Management Facility has an innovative finance structure. It is one of the first municipal wastewater projects of its kind supported by Infrastructure Canada and will act as a model for future municipalities that have projects with capital expenditure in a range previously considered to be too small for P3s. Bird played a key role in developing and maintaining relationships with the partners, operator, and client. The end result will be a complex facility that will maximize social, environmental, and economic benefits for the City of Hamilton.
